About the “Academy of Women Entrepreneurs” AWE

The “Academy of Women Entrepreneurs” (AWE) is a flagship program that started in 2019 to promote entrepreneurship in support of the U.S. Government’s first-ever U.S. Strategy on Global Women’s Economic Security, which lays out a vision in which women and girls around the world, in all their diversity, are able to fully, meaningfully, and equally contribute to, and benefit from, economic growth and global prosperity. Embassies around the world submit proposals to request funding in order to implement a AWE cohort in host countries with the help of an experienced implementer.

AWE a business education program that gives enterprising women the knowledge, networks, and access they need to launch and scale successful businesses. By promoting women’s economic opportunities and ensuring that women have the capabilities and resources needed to participate in the economy, the AWE program directly supports the U.S. National Strategy on Gender Equity and Equality.

The AWE uses a hybrid model that combines the online platform DreamBuilder (consists for 13 online courses, and developed through a partnership between Arizona State University’s Thunderbird School of Global Management and global copper mining company Freeport-McMoRan) or The Najafi 100 Million Learners Global Initiative with in-class mentoring and facilitation.  The program implementer will select mentors and facilitators who are preferably alumni of US Government exchange programs.

The program implementer is going to work on a proposal to design an AWE cohort in Kuwait.  The U.S. Embassy will submit one proposal by January 12.  Pending the availability of funds, the Department of State will announce winners by March 2024 .


  • Applicants can be academic institutions, co-working spaces, NGOs, or Kuwaiti women who are business leaders, academics, or startup owners with a valid business license. Alumni of U.S. Government exchange programs will be prioritized.
  • Proposals should generally be no more than six (6) pages in length and include requests for up to $40,000. Cost-share is highly preferable. The proposals must carefully and clearly justify the budget amounts requested and potential start and finish dates.  The cohort should start before September 2024.
  • Availability to host and implement a hybrid learning program for a maximum of 30 women trainees in collaboration with the U.S. Embassy through virtual and in-person classes, while securing laptops for all trainees and a good space for all trainees to attend online and in-person classes.
  • Ability to engage U.S. government exchange program female alumni as mentors, facilitators, or guest speakers in the program. ex: alumni of IVLP, Fulbright, and other business-related programs.
  • Commitment to attendance of all program sessions and completion of “Dreambuilder” or the Najafi 100 Million Global Initiative  course segments.

Proposal review

The following elements will be taken into consideration when reviewing the proposal:

  • Executive Summary
  • Strength and feasibility of program design
  • Degree of U.S. Government exchange alumni engagement in AWE programming
  • Strength of communication, media, and outreach plans
  • Structure of monitoring and evaluation strategy
  • Budget feasibility and budget narrative

Application Process and Timeline

December 30, 2023        Application Deadline. Submit your proposal to PASkuwaitM@state.gov. Proposals should include the suggested timeframe, number of participants, and the academic program to be chosen (either Dreambuilder or the Najafi 100 million learners).

January 3-4, 2024:          Interviews with shortlisted applicants (individual female applicants or company/ NGO representative)

January 7, 2024                The Embassy will notify the successful candidate and will work closely on finalizing the proposal and a budget sheet.

January 12, 2024             The Embassy submits the proposal to AWE office

March 2024                     The Department of State announces winners of AWE
